Often I think these sorts of things are tests...that "they" all sit around saying, "ok, how far can we push them...think of something really ridiculous that would cause anyone to scratch their heads...hey! I've got it! Put a curfew on dog walking!! Nobody is going to buy that!! Let's see what happens." Boom...most people comply, and they have moved that much closer to what is now happening in Shanghai....
